Volume levels are not remembered across reboots. Mute is though.
They should get remembered if you save your session with gnome-session-save or from the session capplet. It's rather silly that you have to do that though.
Doesn't that save more than the volume though?

Fedora 7 changed to end-of-life (EOL) status on June 13, 2008. Fedora 7 is no longer maintained, which means that it will not receive any further security or bug fix updates.
