Description of problem:

Certain RHN clients are using country codes like "FX", "LX", etc. These are
deprecated. When code on xmlrpc calls the user service, it's still using the old
codes, which ends up in LDAP and the DB. Please perform a translation from the
old codes to new ones before calling user service.

Country Code Translation
------------------------
FX is no longer valid use FR
LX is no longer valid use LT
TP is no longer valid use TL
YU is no longer valid use CS
AR is no longer valid use CD

we should talk about how to handle these cases:
?? should be turned into blank
XX should be turned into blank

Additional info:

I believe this bad data comes from RHEL3 rhn clients.

We no longer allow user-creation from any of the client-tools, and the webUI
validates with UserService before creating - I'm gonna mark this one as fixed
