Description of problem:
PolicyKit package should own /etc/PolicyKit folder because it is the only
package that ever uses it.

Steps to Reproduce:
1. rpm -qf /etc/PolicyKit
2. rpm -qf /etc/PolicyKit/PolicyKit.conf
