vim-selinux.patch: mch_copy_sec declared implicitly only

Description of problem:
This means that function parameters passed are ints, not char*.
This leads to problems when sizeof(char*) != sizeof(int).
Maybe add correct declaration into vim.h? That's what I did.
Also, return type of mch_copy_sec is int, because you were too lazy
to use keyword "void"...

Steps to Reproduce:
Based on the date this bug was created, it appears to have been reported
during the development of Fedora 8. In order to refocus our efforts as
a project we are changing the version of this bug to '8'.
If this bug still exists in rawhide, please change the version back to

and someone will change it for you.)
