They're directly related.  interval*tko = failure detection time. 

Currently, the 'votes' input box is between them.

Is the 'votes' input box just moved, or is there any other functionality that
the bugfix touches or exposes?

That should be the only change.  There's nothing functional; it's purely
cosmetic / logical grouping.
