Description of problem:

restorecon -F fails, though it worked in earlier versions.

How reproducible:


Steps to Reproduce:
1. install policycoreutils-1.18.1-4.12
2. make sure selinux is on
3. execute "restorecon -F /"
Actual results:
restorecon: invalid option -- F
usage:  restorecon [-Rnv] [-f filename | pathname... ]

Expected results:
successful execution

Additional info:
this option had been presented in 1.18.1-4.9, but was removed in 4.12. I belive
this was by mistake. Please return it back.
