inputrc $if term=xxx breaks keys in xterm + fix

Between beta2 and RC1 someone has added $if term=xxx to inputrc, althugh
the idea is nice the reuslt isn't, this breaks the home/end/del keys in
RedHat has decided to follow the debian keyboard guidelines, thus using the
same esc-sequences for these keys as on the console, the keys commented as
for xterm are thus not for redhat's xterm, and the keys commented as for
the console are thus not only for the console but also for redhats xterm.
So setting if term=linux around the console settings breaks home/end/del on
xterm with redhat, the xterm settings in the file are for xterms as shipped
with distro's not adhering too the debian keyboard guidelines.
I've attached a diff fixing this and adding comments making clear that the
console settings are also for RedHats xterm.
