This patch adds support for the RPMPOPTFILE and RPMPOPTDIR
environment variables to set default locations for popt.

Using the environment to locate config files, particularly for popt, is
dangerous, as popt
config can too easily be used to remap executables and command line options onto
trojan horses for example.

The underlying idea(s)/need(s) are sound, so I'm gonna mark DEFERRED, I just
don't believe
that the envirornment is necessarily the best implementation.
