System HP Eagle (in the lab) -- this issue seems pretty specific
to this system.  I haven't seen this problem manifest on other systems.

Happens about 50% of the time while booting with kernel-BOOT
Happens about 30% of the time (after install) with UP kernel

The following attachment is a capture with kernel-BOOT.

The "successful_boot_2.4.2-0.1.26BOOT" attachment is a capture 
from a successful boot with the 0313.0 bootnet.img.  The only thing
that looks fishy with the capture is the "zone" info on lines 14-16.
other info: I have never experienced a problem booting this machine
with 2.2.16-22 kernels

I haven't seen this w/ BOOT kernels greater than 2.4.2-2.
