Description of problem:

When a cluster is configured with qdisk, cluster quorum status is displayed
incorrectly. For example, with a qdisk configured with "Votes" = 3, luci
displays the following quorum status at the "cluster" tab:
  * Status: Quorate
  * Total Cluster Votes: 4
  * Minimum Required Quorum: 4

Running "cman_tool status" shows this:
Nodes: 4
Expected votes: 4
Total votes: 7
Quorum: 4


Running "cman_tool nodes" shows this:

Shutting down clustering on one node decrements the "Total Cluster Votes" value.
In the example of the preceding text, when shutting down clustering on a node,
the "Total Cluster Votes" decrements to "3" and the cluster becomes not quorate:
  * Status: Not Quorate
  * Total Cluster Votes: 3
  * Minimum Required Quorum: 4

Running "cman_tool status" shows this:
Nodes: 3
Expected votes: 4
Total votes: 6
Quorum: 4


Running "cman_tool nodes" shows this:

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
