Description of problem:
You can't deploy config files with the WebUI page "/rhn/configuration/file/
GlobalRevisionDeploy.do" to systems that have more than one config channel. You 
can deploy these files with the page "/rhn/configuration/channel/
ChooseFiles.do" without any problems.

Satellite 5.01

How reproducible:
Always

Steps to Reproduce:
1. Create 2 config channels, assign them to one system
2. Create a file in the config channel with the lower priority
3. Click "Configuration" - "Configuration Files" - the file created in step 2 - 
"Deploy File"
4. Select the system you want deploy the file to. But you can't. Satellite 
claims there to be "1 central override".

Actual results:
You can't deploy the file this way. You can deploy the file using either the 
CLI tools or "Configuration" - "Configuration Channels" but not "Configuration" 
- "Configuration Files".

Expected results:
No override errors. After all, there are no overrides, the file is only in one 
channel.

We have not addressed this specific bug in almost 7 years. Closing out as wontfix to clear from backlog.
