if you go o System > Preferences > Keyboard click the Layout tab, and Add a new US English Keyboard (The internation with dead keys variant) you should get what you want.

for the us deadkeys layout you need to press right-alt comma to get a ç
so thats still not a bug? its works fine on fedora 7
on fedora 7 ' + c makes a ç with us english + dead keys? Let me move to xkeyboard-config. The change in behavior may be unintentional.
Just out of curiosity were you running in a portuguese locale in Fedora 7 and an english locale now?

Reporter, just to be absolutely sure, that we are on the page, we need a little bit more information: 1) You have Fedora 7, right? 2) When pressing 'c you get ç with English(US)(International keyboard with dead keys), right? 3) Please attach your X server config file (/etc/X11/xorg.conf) and X server log file (/var/log/Xorg.*.log) to the bug report as individual uncompressed file attachments using the bugzilla file attachment link below. I don't have a Fedora 7 anymore. Do you need those files from the 8 or the 7?
