document parted resize limitations in man page

Description of problem:
This request is split off from bug 252414 (parted: unable to resize partition
and its filesystem).
Partner would like the following text (or similar) added to the parted man page
to document the current behavior of the resize command:
"Partition and filesystem resizing for ext2/ext3 in parted does not work as well
as using resize2fs(8) to shrink the filesystem and a tool like fdisk to redefine
Version-Release number of selected component (if applicable):
Steps to Reproduce:
1. man parted
No mention of limitations on the current implementation.
Limitations in the current resize implementation are documented.
This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release. Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products. This request is not yet committed for inclusion in an Update
Fixed in parted-1.8.1-13.el5, moving to MODIFIED.
An advisory has been issued which should help the problem
described in this bug report. This report is therefore being
closed with a resolution of ERRATA. For more information
on the solution and/or where to find the updated files,
please follow the link below. You may reopen this bug report
if the solution does not work for you.
