Description of problem:
By default the /etc/cacti/db.php file is owned by cacti:apache and the
permissions are set to 0660.

The web server process, normally, will never try to write anything to that file,
so permissions 0640 would be adequate for normal operation.

This is trivial, but I thought it'd be better if I reported it.

1. Install cacti with yum or rpm

Actual results:
/etc/cacti/db.php permissions set to 0660

Expected results:
/etc/cacti/db.php permissions to be 0640
