vim.spec contains a hard-coded WITH_SELINUX which prevents correct operation of
a WITH_SELINUX setting in /etc/rpm/macros

This is fixed in Rawhide in vim-7.1.228 or newer and will be in the next update
for F-8. See bug #427710 for the details.
