wget -nc connects to server unnecessarily.

If I do a 'wget -nc' on a file that already exists, then 'wget' makes an
unnecessary connection to the server. Older versions of wget showed the better
behaviour of not connecting to the server in this case.
$ ls -l kernel-2.6.24-17.fc9.i686.rpm
-rw-r--r-- 1 ralph ralph 17911474 2008-02-05 14:03 kernel-2.6.24-17.fc9.i686.rpm
$ wget -nc
Resolving download.fedora.redhat.com... 188.8.131.52, 184.108.40.206,
Connecting to download.fedora.redhat.com|220.127.116.11|:80... connected.
HTTP request sent, awaiting response... 200 OK
File `kernel-2.6.24-17.fc9.i686.rpm' already there; not retrieving.
This has been fixed upstream in wget 1.11.1-beta and will soon be in Rawhide.
