Selecting 'Ask on logout' in gnome-session-properties doesn't prompt user to save session on logout.

Steps to Reproduce:
1. System->Preferences->More Preferences->Sessions
2. Select 'Session Options' tab.
3. Select 'Ask on logout'
Logout confirmation dialog pops up.
Logout confirmation dialog with option to save session should pop up.
What happened here is that we moved the logout dialog from gnome-session to gnome-panel. gnome-panel doesn't look at the setting anymore.
The UI element should probably be removed, since it doesn't do anything, and potentially get replaced with a "Save session now" button in the dialog.
This request was evaluated by Red Hat Product Management for
inclusion, but this component is not scheduled to be updated in
the current Red Hat Enterprise Linux release. If you would like
this request to be reviewed for the next minor release, ask your
support representative to set the next rhel-x.y flag to "?".
