While experimenting with bug 432889, I ran into this:

$ sudo rm -rf /var/cache/yum/development

$ yumdownloader --enablerepo=development taglib
Cannot handle specific enablerepo/disablerepo options.

Huh?  This error message seems bogus.

If running as root, it starts to populate the missing cache dir for the target
repo and works as expected.  Ditto when run afterwards when the cache dir exists
as non-root (modulo bug 432889).  This is yum-utils-1.1.11-1.fc8.noarch

pretty sure I inadvertently fixed this tonight as part of some other cleanups in
yumdownloader. closing this as nextrelease for the moment.
