Description of problem:
On a machine with network interface, which has both link-local and site-local
ipv6 addresses, snmpd produces "error on subcontainer '' insert (-1)" error to
syslog when walking through ipv6ScopeZoneTable.

net-snmp-5.3.1-19.el5_1.3

Steps to Reproduce:
$ /sbin/ifconfig
eth0      Link encap:Ethernet  HWaddr 00:16:41:E4:1D:99
          inet addr:10.34.33.214  Bcast:10.34.35.255  Mask:255.255.252.0
          inet6 addr: fec0::f101:216:41ff:fee4:1d99/64 Scope:Site
          inet6 addr: fe80::216:41ff:fee4:1d99/64 Scope:Link

$ service snmpd start
$ snmpwalk -v2c -c public localhost ipv6ScopeZoneIndexTable
IP-MIB::ipv6ScopeZoneIndexLinkLocal.1 = Gauge32: 1
IP-MIB::ipv6ScopeZoneIndexLinkLocal.2 = Gauge32: 2
...

Actual results:
$ cat /var/log/messages
... snmpd: error on subcontainer '' insert (-1)

Expected results:
no annoying message in syslog
