Description of problem:

checksetup.pl complains at updates that you should
convert your charsets into UTF8, which is a good idea
and it even suggests the right too for it.

considering the work amount of version upgrade, maintainer
shouldn't have to hunt required tools around the net, no
matter are those contrib or not as long they get the job done.

So please, add contrib/recode.pl into RPM.
