Description of problem:
With Fedora 7 an minimal with yum only desired instalation require only first cd. With Fedora 9 alpha  anaconda ask for second cd in same scenario.

Steps to Reproduce:
1.Select only yum
2.Next
3.Next

Actual Results:
Ask for cd number two.

Expected Results:
Finish instalation.

This is fixed up in rawhide, at least the biggest cause.  We might still need to
tweak which groups are ordered first but it should be tons better for beta
