Description of problem:
I'm seeing the following avc during boot:

Steps to Reproduce:
Set policy to mls/permissive. reboot

Actual Results:
avc

Expected Results:
no avc

Additional info:
Patch attached. mls constraint issue. Not sure if this should be dont_audited.
