Perform the following with a system that isnt' configure for config management
(i.e. nothing is in /etc/sysconfig/rhn/allowed-actions/configfiles/):

1. create a global channel
2. create a file in that channel
3. subscribe a system to that global channel
4. copy the file to the system channel
5. update the file in the system channel to revision 2
This file should now have one override
6. go back to the global config channel... and deploy the "selected file" to the
"selected system"

or 

6.  within the sdc ->configuration->deploy files-> deploy the file


Expected Result:
get an error message explaining that the system is not configured to do config
mgmnt, and explain how to configure it
