Description of problem:
I disabled update notification in the control panel in package kit. I actually
wanted to disable all of everything about packagekit. I don't want it to
download metadata, I don't want it to pop up the annoying orange star or anything. 

But it doesn't obey those settings. It continues to pop up the annoying orange
star and the little confusing box-thing.

this is just a reminder bug to fix this.

For people like myself who do a lot of yum work not being able to disable
packagekit all the way w/o removing the packages is pretty frustrating.

this was  0.1.9-2.fc9 on i386

Should be fixed in upstream git thanks to mclasen - I'll be doing a release on
Friday which will get into F9.
