Description of problem:

See screen shot. The desired behaviour is that an email address must be set.

This is a bug from the Red Hat Hardware Catalog and is normally not edited from
the normal Bugzilla UI. Having an empty requestee value for the needinfo? flag
is a valid option and just means that whomever makes the next comment will put
the bug back into the previous non-needinfo state.
