+++ This bug was initially created as a clone of Bug #266441 +++

Description of problem:
PHP 5 has a hard-coded copy of the timezone database in the "date" extension. 
It should be possible to change this to load the data from /usr/share/zoneinfo.

Anyone needing a workaround (Like us poor AEST folk) can try installing
http://csg.ict.swin.edu.au/redhat/premonition/el4/php-timezone-2008.2-1.el4.i386.rpm

This is fixed in 5.1.6-3.el4s1.9 and later:
