This code should be entirely deprecated in favor of ISC DHCP v4.0.0, which now
handles v6 much better.

No, it doesn't.  ISC's DHCPv6 support is still under heavy development and based on our last 
interoperability test session at IETF, it has a ways to go before I would consider it completely usable.

DHCPv6 support is currently disabled in the Fedora ISC dhcp package.
