/etc/init.d/nfslock carries obsolete code for Linux 2.2

Description of problem:
The nfslock initscript has code to support userland lockd with Linux kernels
2.2.18 and older. The code is useless because no supported distribution today
can run with Linux 2.2. It should be removed.

Changing version to '9' as part of upcoming Fedora 9 GA.
