Description of problem:
This package tries to run /usr/bin/pecl in %post, but doesn't have a requirement
on the package providing that file:
  Installier: php-pecl-radius              ################### [1681/6284]
/var/tmp/rpm-tmp.710: line 1: /usr/bin/pecl: Datei oder Verzeichnis nicht gefunden

You need to add the following line:
Requires(post): php-pear >= 1:1.4.9-1.2
