Description of problem:
Attempting to create DHCP server set up for PXE server. type command service
dhcpd start and it fails.

Internet Systems Consortium DHCP Server V3.0.6-Fedora

How reproducible:
attempt to launch DHCP with enclosed .conf file

Your last two subnet blocks make no sense.  You can't have a subnet that is one IP and a netmask 
specification of 255.255.255.0 (for a subnet of 1 host, your netmask should be 255.255.255.255, but 
then that doesn't make sense...you should use a host specification to define a single host).  See the 
dhcpd.conf man page as well as /usr/share/doc/dhcp-*/dhcpd.conf.sample for more details.
