Description of problem: It is not clear that s-c-bind knows anything about selinux. When s-c-bind moves a zone file from /var/named/chroot/var/named/ to /var/named/chroot/var/named/slaves/, the context remains as "named_zone_t" rather than "named_cache_t". restorecon fixes the problem.
