This may be be a problem with tcltk 8.5. Some hints can be found in: http://lists.wald.intevation.org/pipermail/skencil-devel/2007-May/000019.html Unfortunately, I have not yet been able to make it work.
Unfortunately, skencil will not run anymore with tcltk 8.5. Therefore there will be no package for Fedora anymore.
