Description of problem:

When rate drops to 0, line it plotted across a points even is no data is flowing.

Vague test info - which application?  It looks like cumin, though ... No clear test info. Adding NEEDINFO flag.

I think the problem here is the case where an agent is present, drops out for an hour, and comes back.  The chart doesn't indicate in any way that there is a gap in the data; rather it just plots straight through.
