Description of problem:
'/etc/selinux' folder should be owned by libsemanage package

Version-Release number of selected component (if applicable):
libsemanage-2.0.25-1.fc9

Steps to Reproduce:
1. rpm -qf /etc/selinux/semanage.conf
2. rpm -qf /etc/selinux
  
Actual results:
file /etc/selinux is not owned by any package

rpm -qf /etc/selinux 
selinux-policy-3.4.1-4.fc10.noarch

On F10 and I am sure F9 this directory is owned by te selinux-policy package
