Description of problem: The group-wide privilege "Should users in this group be able to escalate issues to Bugzilla?" should be retitled "Should all Red Hat employees in this group be able to escalate issues to Bugzilla?" and the function should be adjusted. Currently, the individual group privilege called "Bugzilla" makes this group-wide privilege show/hide itself when "Bugzilla" is checked or unchecked. That makes no sense. This group-wide privilege should be another "give all RH employees this ability" type master privilege that, when enabled, automatically checks the "Bugzilla" individual group privilege for all RH employees and greys out the column so that individual adjustment is not possible. Actual results: The privilege will appear/disappear depending on the current user's "Bugzilla" individual group privilege setting. You have to set "Bugzilla" active in order to adjust this privilege, which is supposed to be a master control over the "Bugzilla" column. Expected results: Change the name of the privilege to "Should all Red Hat employees in this group be able to escalate issues to Bugzilla?". This privilege should always be visible. Enabling it will check the "Bugzilla" individual group permission boxes for all RH employee users in a particular group.
