Description of problem:
Customers can see, but not activate, the "Auto Reply Cust on New Issue" checkbox
in their Group Preferences. It should be removed for all non-RH employee users
as they are unable to adjust that preference.

Always

Steps to Reproduce:
1. Log in to IT as a non-RH employee
2. View the Group Preferences page
3. Attempt to check the "Auto Reply Cust on New Issue" checkbox
  
Actual results:
Box visible but unable to be checked

Box not viewable
