The testplan have been shown to the people on cc list(This was fixed on bug 428008).but for user experience,catalog should disable all the input field and "Save Change" button in the certification test plan on people who are on the CC list 's view.

Screenshot looks good; patch looks reasonable clean, from what I see basically it both defines and calls a function called disabled onload which then sets the disabled property of every element it finds in the form to true? Presuming this is correct and it tests well for all users roles please commit to CVS.
