Description of problem:

During install select Belgian keyboard. After reboot keyboard is set to US again. Non-privileged user cannot change keyboard. Is able to select alternate layout but not apply it. When entering keyboard settings pop up that session manager cannot be started. Keyboard can be changed as root however once logged out keyboard settings are again lost.

Log out => log in or shutdown - power up

Steps to Reproduce:
1. log out
2. log in

Actual results:
get us keyboard

Expected results:
stay with be keyboard

Sorry, it seems with the latest slew of updates this issue has disappeared.
