Description of problem:
mutt-1.5.18-4 spec does not enable the header cache or non-localhost smtp.

%bcond_without hcache

Please consider enabling these features in future releases.  The hcache feature is extremely useful for IMAP connections (even with fast networks between the client and the IMAP server), reducing loading a mailbox with 1000 files from about a minute to under a second.  The ability to use a custom smtp server allows per-user choice of outbound mail servers when multiple users on a system have mailboxes on separate external mail providers.

bcond_without means it's enabled by default and can be disabled by using "--without". Yeah, it's confusing.

The features are enabled in current packages, closing as NOTABUG.
