Version-Release number of selected component (if applicable): oxygen-icon-theme-4.1.2-3.fc10 How reproducible: all the time (although I am not sure what this is supposed to mean)
That's mostly gtk2 being overly verbose and pedantic, imo.
The problem is that those directories are listed in the Directories= line of index.theme, but are missing their section, like this: [scalable/actions/small/16x16] Size=16 Context=Actions Type=Scalable MinSize=16 MaxSize=16 (That one's for actions/small/16x16 which is not missing.)
This bug appears to have been reported against 'rawhide' during the Fedora 10 development cycle. Changing version to '10'. More information and reason for this action is here: http://fedoraproject.org/wiki/BugZappers/HouseKeeping
