Patch demonstrating potential incorrect function declarations

Description of problem:
There appears to be a mistake in the function declarations
for clntudp6_create() and clntudp6_bufcreate().

See attached patch.

Fixed in libtirpc-0.1.9-6.fc10 and libtirpc-0.1.7-21.fc9
