Description of problem:
The header levels for some of the development tools are too deep.  For example, 8.2.1.1.2 GCC Compiler Collection is under Eclipse, should be at the same level as eclipse so 8.2.1.2.  Improved Haskell Support, Objective Caml, NetBeans, AMQP, Python NSS bindings should all be at the same header level as Eclipse.

A section got overly nested in the XML.  I ended up removing the "Development" section and moved the entire "Tools" section up to the highest section level within that chapter.

Now that we can see it all evenly, it will help make clearer the remaining organizational ideas, esp. with respect to dev tools.
