Description of problem:
3.1.6 Firstboot requires creation of a non-root user  -- the first paragraph makes sense.  However, the second paragraph is so mangled that it isn't clear to me what it is trying to say.  I suspect it may just be a missing word .... "...does not require creating a that does not..."

Thanks for the catch, resolved in rawhide:

    <para>If a network authentication mechanism is chosen during
      installation, <application>Firstboot</application> does not require
      creating a non-root local user.</para>
