Description of problem:
don't select the "when i open a link in a new tab,switch to it immediately".it also switch to the new tab

How reproducible:
Always

Steps to Reproduce:
1.Select Edit | Preferences... to bring up the Preferences dialog. 
2.Open Tabs section,don't select the "when i open a link in a new tab,switch to it immediately"
3.open a link in a new tab
  
Actual results:
it switch to the new tab 

Expected results:
it doesn't switch to the new tab

It's already fixed in current rawhide (firefox 3.1 beta 2).
