It seems that this bug is affecting fedora 10 jabberd:

In short, a typo makes ldap's <starttls/> useless. One has to write <startls/> instead to authenticate with a secured ldap server. I've check it out with my own server.

This has been fixed in jabberd-2.2.5 which is available in rawhide.
