Description of problem:
According to POSIX, the renice command must accept the -n option,
which specifies the increment in the nice value. The current
implementation, however, supports the legacy syntax only.

POSIX syntax: renice -n increment [-pgu] id...
legacy syntax: renice increment [-pgu] id...

Implemented in upstream tree and backported to F-11. Thanks.

(I guess we needn't to backport this *new feature* to F-10.)
