weird characters appearing in English in non-breaking spaces, discovered by QE. i already have the fix, but it's too late now since RHEL.3 is now in RC. as such, i'm submitting this bug to push a zero-day errata to address the fix.

in addition, the push that made it to the distro has both Italian and German locales incomplete. Italian and German are both complete now, so i want to include that in the zero-day errata as well.
