Patch to fix sbindir path in openct.spec

Description of problem:
OpenCT configure sets "usrsbindir" to point to /usr/sbin/usr/lib64 on x86_64 which causes openct-control to look for the "ifdhandler" binary in that path, which obviously doesn't work.

openct-0.6.15-1.fc11

How reproducible:
Always

Steps to Reproduce:
1. service openct start
  
Actual results:
Initializing OpenCT smart card terminals:  Error: failed to execute /usr/sbin/usr/lib64/ifdhandler: No such file or directory

Expected results:
Initializing OpenCT smart card terminals:                  [  OK  ]
