When a cluster node starts, it will restore state from the persisted record stored to disk, then attempt to connect to the cluster and restore any current cluster state from one of the existing members. The recovery of the persistent state and the cluster state will very likely conflict. 

Therefore when recovering a cluster node, a fresh (empty) data directory should be used for all but the first node in the cluster. Where the whole cluster is restarted, the data directory of the last active node should be used for the first node to be restarted.
