qffmpeg provides video compression for spice protocol which is needed for kvm
Do you men 'new package entry request'? I've already done that, and it went through. Or do you mean 'file an erratum against the appropriate release for which the new package is targeted'? PackagelistProcess says we must do this, but gives no mention how.

Release note added. If any revisions are required, please set the "requires_release_notes" flag to "?" and edit the "Release Notes" field accordingly. All revisions will be proofread by the Engineering Content Services team. New Contents: qffmpeg is a stripped-down version of FFMPEG including only a limited set of the codecs available in the upstream version. This new package provides the codecs required for SPICE protocol support in the Linux KVM hypervisor and clients. The package includes no other codecs from the upstream version, to avoid inadvertently bundling or shipping any encumbered code or binaries.
